GEF will support individual, country-based demonstration projects,
through any of the GEF Implementing Agencies. Assistance for the
preparation of national biosafety frameworks will be provided
through the project on "Development of National Biosafety
Frameworks" implemented by UNEP. For support to the implementation
of the national biosafety framework, the GEF proposes to finance a
limited number of country-based demonstration projects (two per
region for Africa, Asia, Eastern Europe, Latin America and the
Caribbean). Modalities for these demonstration projects are being
worked out by the GEF.
Coordination with other multilateral and bilateral organizations
will be encouraged, in order to promote greater information
exchange on the activities that are being financed, and to support
an exchange of lessons learned and an effective and efficient
delivery of assistance to developing countries.
It is proposed that GEF Secretariat, in collaboration with the
Implementing Agencies and the Convention Secretariat, will
periodically consult interested organizations to review activitites
and assistance being provided to developing countries in the area
of biosafety. Where possible, such consultations will be organized
in the margins of appropriate CBD meetings.
The GEF would be available for support to countries to participate
in the Biosafety Clearing-House. For the enhancement of scientific
and technical advice to the GEF on biosafety issues, the GEF will
solicit the views of experts chosen for their regional diversity
and diversity of perspectives on issues relating to the
implementation of this strategy. The roster of experts being
developed by the CBD Secretariat will be a very useful resource for
identifying experts from whom to solicit advice on biosafety
issues. The Scientific and Technical Advisory Panel of the GEF may
be strengthened for this purpose also.
